Although these locos are probably quite different in many ways I think
they
would be quite similar when built from Lego. I wonder if you could get
away with
one set with alternative smokestacks (you'd have to buy two of course to
get the
scene)

I was looking at it more from the perspective of "collectible" playability.
I assume you could do it either way.  I would think the PPP(1) would be
lower if you packaged the Golden Spike in one box as a set.  Throw in some
straight track and you're done...
