WELL... if we assume US proto are welcome, and there are no restrictions on new
parts, here are my suggestions

• A standalone loco set to be followed later by a maximum of TWO suitable
rolling stock sets (these can be build-able as different variations as per
the Santa Fe coaches).

BNSF are overweighted lately, time for some eastern roads

choice 1:

Loco: NS late model GE road unit (EMD has been overrepresented between the ATSF
warbonnet F and the BNSF GP)... preferably one with radiator flares, I'm not
picky about which one. Make sure it has thoroughbred (prancing horse) stickers
for the logo, in several sizes.

Rolling stock:
1)Unit train coal hopper or coal gon (both buildable from the same set), with
different colored end, one set builds a 3 pack of cars, or a 3 unit articulated
car.
AND
2)TTX Auto rack with vehicles, one set builds either 2 cars or an articulated
pair.

(this is for the modern heavy railway fans)

Choice 2:

Loco: SR steamer in green and black (comments by others about needing good
drivers, working rods, valve gear etc, apply here as well)

Rolling stock: 2 passenger car models that between them make 5 or 6 different
car types, ala the ATSF. Difference here is make them heavyweights, and make
them dark green!

(This is for the steamer fans)

Choice 3:

Loco: PRR GG1 in "Tuscan Red" (that is, dark red). Some new compound curved
shapes may be required to pull this off... Make sure it comes with both PRR
stickers (including triple gold striping) and Amtrak stickers (not precisely
prototypical, Amtrak GG1s were black but what the heck)
Rolling stock: 2 passenger car models that between them make 5 or 6 different
car types, ala the ATSF. Difference here is make them heavyweights, and make
them tuscan red (dark red)

(this is for the electric fans)

• A complete train set consisting of no more than FOUR vehicles.

See above, package any of the above up into a set.
