Besides, with earlier information indicating 3 minifigs, why not assume
that the person in the cockpit is the emperor, thus avoiding future
disappointment?

Because the figure in the cockpit has a regular smiley, not the Emperor's
head...  it's visible enough to at least make that out.  However, it's
possible that the fig was simply in there when the shot was taken and they
just figured that the cockpit was dark enough that no one would notice...
ie: there may not be a fourth fig, maybe it was just a dummy fig.

But I will go on record right now to say that it's not Palpatine... the head
is a regular yellow smiley.
