You spelled inaccurate wrong. :-)
Besides, why do you care about this, one way or the other? You don't even play
the game much, do you? After all, it doesn't use purple Bionicle pieces much.
Frank has put a lot of time and energy into promoting ESPG over the years. More
than anyone else in the hobby, by far. Its popularity is due in large part to
his efforts. He's put a lot of thought and effort into rules revisions (with
permission from Steve J.) too, and has even published revised rules (again with
permission) for the benefit of all.
If he says it's 4 studs to an inch, that's good enough for me, and ought to be
good enough for everybody. You really have no reason to challenge his decision,
and, frankly, no standing to do so either, whether you find it logical or not.
And, it actually IS a logical choice, in my view, since inches are divided into
quarters and halves a lot more than they are divided into thirds.
