Rampant cynical speculation would prompt me to guess that the frozen assets
in question are currently under the jurisdiction of the State Department,
and they've already spent the money on something else.

Maybe airline security?

I doubt it.  This particular stonewalling has been going on for longer than
the current situation.  I really have no idea where the State Department
spends its money, but if I were to take a stab at it, I would say they took
the windfall of frozen assets and either used it to cover budget
overspending or budget shortfalls, depending on how well they lobbied at the
public trough that year.

Oooops, shoulda wrapped that in <RHETORICAL> tags. I doubt airline security
even crossed their minds when deciding what to do with Saddam's frozen funds,
just figured maybe it'd be something to think about with any of Usama's funds
they may have their pinkies on...

ROSCO (who now has to pay "global security fee" (plus GST on it) when buying
airline tickets)
