I doubt it. This particular stonewalling has been going on for longer than
the current situation. I really have no idea where the State Department
spends its money, but if I were to take a stab at it, I would say they took
the windfall of frozen assets and either used it to cover budget
overspending or budget shortfalls, depending on how well they lobbied at the
public trough that year.

I doubt airline security even crossed their minds when deciding what to do with Saddam's frozen funds, just figured maybe it'd be something to think about with any of (...)
