I'm going by the definition as seen on news.admin.net-abuse.* . But see

Ah, the Monty Python definition. Very well then, by that meter (1), spam is
any bulk news-posting and, by extention, any bulk e-mailing. Note that not
all bulkage is bad (though all is certainly so when targeted towards usenet.)
A very good example is a discussion-oriented mailing list. Another excellent
example is a customer support mailing list. Typically, people who receive
these bulk mailings exert some effort to subscribe to them. So, by the
definition you've accepted, not all spam is bad.
But unsolicited spam is bad. Unsolicited commercial spam is even more so.
The big issue here is cost-shifting of advertising. The advertisers are
making all of *us* pay for their "business".
But I'm not going to take this even further, lest I subscribe to
.market.theory . I think the other sub-thread is covering this topic very
nicely.
