That has been their (and other stores) policy for items that don't have
receipts for an awfully long time. But I suspect they would have a hard time
getting that policy to stick if you have the receipt for your purchase.

My experience in the past has been that they accepted the return at the
price you paid, but would NOT turn around and resell it to you at the lower
price that it was at when you returned it... you had to wait for it to go
back out on the shelf and take your chances that you could get it again
before someone else did.
