As a Canadian who owns and just located three of these sets, I can answer some
of your questions.
All three sticker sheets came in the Canadian #939. I am looking at 003432,
004158 and 004159 right now.
I also have Canadian #575 box, instructions and sticker sheets with most of the
stickers still on the sheets. The Canadian Flag is one (actually two) of very
few sticker I ever applied to LEGO.
My Canadian wavy flag is in rough shape as the mast snapped off of it many moons
ago. This one I have no set information for.
I remember buying every scenery parts pack available in the 70s and have exactly
one stickered Canadian flag and know it came in #575 so I doubt this flag was
available in any other retail set.
Regards,
Doug
