The green small Cellulose Acetate plates came in the #518, #519, #520 and #521
USA/Canada Samsonite Lego sets from 1963-66.  Here they are pictured (at the
bottom):

Although they are not shown, it is possible that these same plate parts packs
were produced in blue (ABS) and yellow (Cellulose Acetate) as well.  This
catalog has a lot of other errors in it, so blue and yellow plates may have been
produced, although not listed in this catalog.

Some other errors in this catalog:

In #215/#216 packs, the 2x8 and 2x10 bricks were NOT produced in black.
In #217 pack, 4x4 corner bricks were NOT produced in black or clear.
#235 garage kit ALWAYS had a red door, NEVER a white one.
The #280/3 red or blue sloped bricks parts pack is missing from this catalog.

For some reason the USA had a LOT of yellow Cellulose Acetate in inventory in
the 1960's.  They had so much, that it was used in Samsonite Lego sets until the
early 1970's.  I have examples of yellow Cellulose Acetate 1x2 and 1x4 bricks
with posts underneath, USA only items.

Here is a breakdown of Cellulose Acetate Plates:

Red: produced everywhere.
Blue: Continental Europe only
Yellow: USA/Canada only
Black: produced everywhere
Gray:  produced everywhere
Clear: produced everywhere
Green: USA/Canada only

(...) The green CA plates were also available (small quantity) in the USA-only 905 Doll set. (URL) are the 2x3 and 2x2 plates used in the clown hat. The instructions incorrectly show them as beige/grey and I'm guessing that this error was missed (...) (19 years ago, 7-Mar-06, to lugnet.general)
