Not really. There are well over 100 privately owned railcars extant in
the US. There is a club of "private varnish"(1) owners and there usually
are a number of them that show up at national NMRA conventions, and they
have their own club with an annual convention, 25 cars came last year.
There are all sorts, people have coaches, sleepers, observations, domes,
office cars. Some are mostly as when they were in service, and some have
been converted into ultra plush rolling mansions (an 80 foot car is WAY
bigger than the biggest motor home).
I know of a man in Cincinnati who has 4 cars.
Pass a certain set of standards and you can have your private car tacked
on the end of Amtrak trains for so much a mile. So it's fairly common
procedure. There are lesser numbers of privately owned locomotoves...
most of those are owned by preservation societies rather than
individuals.
I've seen varnish advertised for as little as 20K and as much as 2M.
There's usually one or two for sale in the back pages of TRAINS
magazine.

1 - varnish is old railroad slang for fancyschmantzy cars. In the olden
days cars were made of wood and the luxurious ones had lots of varnish
on their trim (instead of paint which was easier to maintain).
