I think most people agree these are clearly precursors to LC, so I would
go with yes.

Another question along the same line... do you have to buy Lego LOCO to
be 9V complete? It comes with a small (non powered) handcar set. This
set is clearly 9V era and 9V related. I will post the set number later
this week. (1)

SP meaning Space Police or Space Port?? ;)

SP means Space Police... we need a TLA for Space Port, I think

(1) I confirm that Costco has Lego CREATOR, at least some do. I got
CREATOR, LOCO and CHESS there for 25 each. Not bad since the list is
45... These are the first run SW that each have a small set inside.
Costco also has Lego ISLAND for 20. This is the second run SW that has
the comic. No minifig.

This was the Costco in Lakewood CO on Wads south of I 285. That one has
been pretty much cleaned out of the 24.49 sets though, all they had left
were a few aquasharks.
