Well, I came to the same conclusion and roughly the same number...

Well, in Belgium one bag consist of 2 randomly distributed masks, 1 head, 1
(randomly distributed) 'pair of eyes', and 2 (why 2) length 3 rods. One bag
costs 89 Belgian Francs, which is roughly about 2 US dollars.

The transaparent Kaukau masks (like the one Gali wears) are transparent; the
green, blue (Gali's mask), red and orange ones have a very deep transparent
colour, while the 'white' (which is basically 'plain' transparent and the
brownish/black one don't have a deep transparent colour. I don't have the
yellow one (which is on the black background) so I can't comment on that,
but it seems pretty transparent... The Turaga masks are all opaque.
