Besides, with earlier information indicating 3 minifigs, why not assume
that the person in the cockpit is the emperor, thus avoiding future
disappointment?

In other words, the larger Boba Fett (...) (24 years ago, 26-Oct-00, to lugnet.year.2001, lugnet.starwars)

| Not only they showed him twice in the catalogue, even the box is actually wrong! (It shows nearly the same as the catalogue: two Bobas) TLC also does this a lot for the Belville and Scala line. They put a large picture of the actual set in the (...) (24 years ago, 26-Oct-00, to lugnet.year.2001, lugnet.starwars)

| (...) Because the figure in the cockpit has a regular smiley, not the Emperor's head... it's visible enough to at least make that out. However, it's possible that the fig was simply in there when the shot was taken and they just figured that the (...) (24 years ago, 27-Oct-00, to lugnet.year.2001, lugnet.starwars)
