Weird doesn't even begin to describe it, but there is indeed a second set • of
yellow hands materializing just below his waist.  What kind of screw up
could that be?

I am guessing that the hands are yellow and that the dual sets is a
result of the yellow layer with the hands being misaligned in whatever
graphics software was being used to edit this photo.  Notice how the
yellow hands are in the exact same position as the black ones, just
offset.  Sometimes this kind of thing happens in the printing too, but
the rest of the yellow in the photo is fine, so it must have been an
editing mess up on that section of the photo.

Also, that staff is just a short straight black rod and is not some
special staff like someone mentioned.  That crystal look in the light
reflecting off of the side of the emporer's cowl.
