Actually I think it is just TLC's style. The seem to like to put highly sought
after fig's in larger sets. That has not been the case with Star Wars so far
but it has been the case with other themes in the past.
At least that is my experiance.

| (...) It *has* been the case with Star Wars. The only young Obi-Wan minifig is only in a $50 set. The only source (currently) for Princess Leia and C3P0 is the Millenium Falcon (a $100 set). If you discount the minifig collectors sets, then (...) (24 years ago, 24-Oct-00, to lugnet.starwars)
