Trade federation was obeying to the rule of Darth Sidious, which is
apparently senator Palpatine. As long as the election of Palpatine as
the supreme counselor is greatly related to the actions of Queen in
Croscunt is concerned, I'm not sure Palpatine/Sidious is really caring
about the invasion of Naboo. If Palpatine=Sidious=Emperor thing is
really correct, and already knowing that Emperor had a power for "seeing
the future" at some extent, the plans could be very different than what
we had seen. At least, it's not against the characteristic of
Emperor/Sidious to assume Neomidians are just expandable decoys.
