Why did they use tan tractor-tread wheels on the top turbo lasers and gray • TTW's
on the bottom?

That's because one of the larger studio models of the ship is actually
painted in this fashion.  However, the color is very washed out and not
likely to be discernible in very many shots.  Try watching the scenes in the
Rebel base in SW before they take off.  You should be able to spot such
details in the background.
