Have you considered using some of those ZNAP flex axles and a
LEGO propellor?

I consider the ZNAP flex axles "not good enough" to be put to good use.
Another useful item from the ZNAP collection, however, are the wheels. They
have a turbine-like shape and from what I remember from past testing in the
kitchen sink, they do provide decent propulsion. Perhaps that might be an
idea for an all-Lego solution?
