Those are a good all-LEGO solution... but they tend to splash. A lot. This isn't
fatal, but means either "splash shielding" the electronics (which requires more
weight), or making the entire robot bigger (so the splashing wheels aren't close
to the electronics, but again requiring more weight). As it stands, the NXT
(with the light-weight Li-ion battery), two NXT motors, and the underwater
motors significantly lower the hulls in the water. And if those hulls go under,
with nothing sealing the tops, well... it would be bad.

Propulsion ideas:
1) "Always on" LEGO underwater motors
2) Simple LEGO props on shafts driven by other LEGO motors (either with the
drive shaft redirected by crown gear or universal joints below the waterline, or
a simple angled shaft with angled prop below the surface)
2.1) The NXT motors (really a waste of the encoder there)
2.2) RCX-style gear motors or PF motors, with some sort of control system
3) Paddlewheels
4) "Venetian blinds" on the bottom of alternating sliding flat plates (and idea
from a dimly remembered movie from my childhood)
5) Other suggestions?

Steering can be by directing the motors/props, or indirect via a rudder, or even
by reversing some motors to allow a "skid steer" boat.
