building a turbo lift.

Usually, a second floor would just be laid out elsewhere - in other words,
everything is physically on the same level, just parts are designated as
different floors and can only be accessed via your turbo lift or ladders,
etc. But the lift itself could still be multiple floors high, since we need
a mechanism to know where it is.
