Who knows? Maybe it's a pneumatic actuator that takes that long to fill up a
tank and then actuate? A slowly geared robot? Something that races to the far
end of the table?
If the middle Marker Point going over the start line at 18" is instant death,
then you have only about 27" of rope to try something like letting the rope slip
or similar tactic. That's not a lot.

Because lots of things can happen in 3 minutes.

Nay. My read on this is to let the rule stand as it is. At the end of three
minutes, marker point closer to the winner's side wins.
