I think you are right. I heard about this ABL thing during my "rocket
scientist" (heh heh... yes I was one of them:-) days, so it was at least
5 years ago, so it's been around for a while. And again I'm pretty sure
that I read it was intended for both anti missile and anti satellite
warfare.
