Not if you have a decent Technic set!  :-,  Lots of them have rubber bands,
esp.ecially the recent Star Wars droid sets.  The way I see it is, if they're
in the box, they're Lego.

Which open up the possiblity of using the paper, cardboard, packing plastic,
etc. as well...  ;-)
