The main problem is that while it looks pretty obvious when looking at the
ballot straight on, once it is loaded in the ballot booth and you are looking
at it at about 90 degrees it is hard to tell which hole goes with which
selection.  I had to concentraight pretty hard when I voted using these ballots
so I can see where problems could arise.

I was talking about just this over the weekend. I this the ballot may well
have been OK if it was expected. However, if it was not expected to be in
that form it could have jarred some voters a little. We had the same problem

form. Where they used to vote once from a choice of 5 parties, they then had
a choice of 15-20 and had to vote twice. Many were confused, I was bemused.
