Insurance is not a very well regulated business.

Regulations differ greatly from country to country.  It is my
understandment that US Workers' Compensation insurance is very well
regulated; the carrier is not allowed to make any price increases
beyond those to account for inflation.  In California, the marked was
deregulated during 1995.  As the cost of an insurance class like this
is very difficult to assess, the price level has since been halved,
approximately, due to competition in the market.  However, the
carriers are now struggling with solvency problems, as they
consistently underestimated the claim cost, and are not allowed to
raise the prices up to the previous level.

While the cost of doing business is spread amongst the insured, why
isn't the insurance company taking at least some loss in profits?

The P&C insurance marked has generally seen major profit losses during
the last two years in Scandinavia.  I think that this also applies to
other regions as well.
