Definitely bad manners.

I had a similar experience recently when buying a car.  I told the seller
I wanted it, he had to run and suggested we get together that evening
to settle things.  I then got a call that he showed it again, and
and had an offer over asking price.  He then offered it to me for
teh higher price, since I saw it first.  He then called back and
siad the other buyer would pay more.  Hrrmph.  It took another
2 weeks for me to find an acceptable car.
