I can see lego making a broomstick with a pinched middle allowing a
minifigure to straddle it and a robe would ruin this.
You can make minifigs look great on a broom, just make them look like they're
running, with one hand back and one forward (holding onto the broom), and one
leg normal, with the other up forward, and the broom between the two.

Any ideas on how they could do it?
