It'd make a pretty good repeating-loop background thing.

Not sure off-hand about an application.  I was disappointed with the
frame rate selections of MPEG (24 fps, 25 fps, and similar fractions)...
no 18 fps, no 12 fps, no 6 fps, etc.  Might be possible in iPhoto to
set it up to play a montage that way, but I haven't played with iPhoto
much.

mplayer can play back pretty much anything at an arbitrary framerate.
