mplayer can play back pretty much anything at an arbitrary framerate.

I was disappointed with the frame rate selections of MPEG (24 fps, 25 fps, and similar fractions)... no 18 (...) (21 years ago, 1-Feb-04, to lugnet.general, FTX)
