I tried it in QuickTime and had a heck of a time configuring the playspeed
and skipping frames when trying to pause. Windows Media Player on the other
hand worked much better for my purposes (no axe to grind, just happened that
way)...
I have WMP 9 Player on XP and Im not sure if I must have downloaded a
plugin, but theres a Playback Settings under Plugin->Enhancements which
allows you to run the video at various speeds (1/16, 1/8, 1/4, 1/2, 1, 2/1,
blah blah blah). You can also step frame by frame, which worked very well for
finding my MOCs :)

I couldnt find any frame rate settings on the WMP that came with my
less-than-a-month-old 1.7 GHz Pentium M laptop running W2000. The default
supplied player would run for a few seconds, then freeze a frame, then run and
repeat. I initially assumed the behavior was what Todd had intended. OTOH, QT
ran a a little jittery for a few seconds and then kept up 100% of the way.
