I am not an expert on this and did NOT research the facts, but I am pretty
sure
that sending US currency in the mail to a foreign country is NOT legal.

This does not mean to imply that there are any penalties--I do not know, but
it
does mean that you have no protections from the US Postal Service in regard to
cash sent to foreign addresses.  That may be part of the rationale behind the
$40 limit on insurable Registered Mail.
Certainly, non registered mail can be insured for any amount, but proof of the
value of the loss (i.e. lost goods) must be provable somehow.  I dunno if
proof
of cash sent can be validated or even if it is insurable.

Some research into all of this should provide the answers to all of this.
