That is true, but there is more to it than just that. I just called the local
postmaster to confirm my understanding about how 'registered' mail is handled.
Registered mail has to be signed off at each step of the way. Each office that
transfers it to another office (at least in the US) has to account for each
piece of registered mail. When it leaves the country, rules in other countries
may vary on how they handle it, but while its in the US there should be a
positive handshake at each step where it is handled. Should it go missing, it
should be fairly easy for the USPS to determine the last point it was accounted
for. At least thats what I was just told.

I filed the form over a month ago and am still (...) (23 years ago, 1-Apr-02, to lugnet.market.shipping)
