a couple of years ago.  I bought them some brick buckets for Christmas
that year and they were quite pleased to remedy the homeless minifig
sitation.

(btw, although I don't recall ever seeing a hospital set, I do
distinctly remember seeing an ambulance model).

There was at least 1 somewhere.
