Yes, the bottom piece is used in plane engines, in
Adventurers planes for example. This one:

They call it "Wheel Model Team" here. It just called
it a hub because it looked like a hub to me.
The cone is a 3x3 one. They could be rare (3x3 cone),
I don't know, I have only one of them. I have several
of these "model team engine hub wheel thing jet with 7
holes", they shouldn't be that rare. (You could have
one of mine if I had a Lego-internet converter to send
it over. :o))

That's what I hope for, but it works two ways of course,
