I believe this is indeed the answer that many people are overlooking. The logo
was probably copied by a fan of both LEGO and LUGNET and just wanted to do
something fun for the group. While I agree that not giving any indication of
where the logo originated or the fact that the image is Trademarked is an
issue, I believe that malicious intent was not the purpose and was probably
the mistake of one individual in charge of designing the layout of that
particular page. If LEGO (management) knew about this logo you can bet they
would not have let it slide. I seriously doubt a LEGO marketing director or
someone from the sales area requested the LUGNET logo be used in the Mania
Magazine. And you can probably bet it will not happen again.
Personally I would probably attempted something similar myself. However, I
would have known better than to use the image without giving credit.

Could it be someone there who reads LUGNET "slipped" it in to try to help?
Figuring it was small enough to make it through?  I can't see corp.levels • doing
this, I'm sure they would have contacted Todd & Suz before hand.

(...) I agree completely. I fully believe that the Lego Company had no intentions of deliberately misrepresenting LUGNET. I hate to speculate on what might have happened, but it seems as though the image on the computer screen may have been "FPO" (...) (24 years ago, 15-May-00, to lugnet.admin.general)
