Outrageous! You need at least a dozen to make a reasonably realistic looking
wind farm.

Agreed.
Have the Windmill and house on separate baseplates, if they aren’t already,
so the windmills can be grouped into a wind farm, and the houses into a
neighborhood.
If this set were available in stores, I’d buy a dozen or more!
