I was just about to write that my guess would be that axles 1,2, & 4 all
steer when I noticed that neither of the warning beacons on the cab have
shafts running down from them, that could be used to steer. Now it could be
that the steering is controlled by a spare wheel mounted on the rear, which
is a great solution, but where would that leave space for the control for the
outriggers? It must have a control for that.
Maybe their wasnt room, maybe they thought so many technic models had
steering that it had been done to death?

Indeed I see no steering control. I hope there is some steering mechanism! But
there is not much clearance between wheels.

Also, is that another new tyre? I dont know where lego find the money to
keep endlessly designing new tyres.

No, these are the same wheels/tyres as 8436
truck (and good old Barcode set)
