Emperor probably wont be included with the Imperial Shuttle. Probably instead
of being the Imperial shuttle, it might be just a regular Lambda Shuttle or
the larger Imperial Landing Craft. And also since the Minifigures Star Wars #1
has Emperor Palpatine in it with Darth Vader and Maul.
00M-9 comes in Minifigure Series Star Wars #4 with 2 infantry droids.
Emperor's Guards might just pop up, well kinda easy to make with the current
lego pieces. By using a Red Ninja and a Halberd as it's force pike.
Stormtroopers would be a cool addition, since currently only Scoutroopers
exist.
Scale will suck of course. If they actually build minifigure scale vehicles,
imagine the increase price for the accuracy in scale.
