A larger question would be why we didn't see a Queen Amidala minifig (in
formal costume) as was pictured in the LEGO Episode I logo. All of the figs
shown in both the Classic and Episode I logos were produced as
illustrated... except this one.*

Also, note that there isn't a minifig-based logo--Classic, Episode I or
II--on any of the new sets.

* I am discounting the Padme minifig that came with Anakin's pod racer...
mainly because she is not revealed to be the queen at this point in the
movie, and, also, the formal costume denotes a totally different
personality, despite being the same individual.
