Administration) Many are beautifully designed, graphically stark, and pack a

Heh. True.
Im usually too chicken to edit or add anything there. Something tells me that
the rest of the world is probably smarter than I am. So Im imagining that,
somehow, big printed posters telling the population to get tested for syphilis
dont fit the modern definition of Public Service Announcement. (I noticed
though that there *is* a WPA poster displayed on
the Wikipedias entry for syphilis!)
