What I am basically saying is that if the government is going to provide a
good (in this case, disability income), it has the right to set conditions
on your receiving that good, just the same as a private company should
(though it can not discriminate on the basis of anything not related to the
good, in this example, race, sex, sexual preference, etc).
Now there clearly is a separate argument as to whether the government should
at all be in the business of providing disability income for anyone other
than government employees.
Oh, and the government emergency services shouldn't refuse to transport you
to a hospital because you weren't wearing a seatbelt.
