Well from what I know of GoB (as an outsider) the two are inextricably linked -
people are invited to join the GoB based on what they've built.

No, it doesn't, however if one person (or group) has a lot to say about a
particular subject it may be appropriate, at least temporarily. If a group
seems to be "taking over" a newsgroup, perhaps it's time to start looking at a
new area for that group.

I didn't see anything promotional, though I may have missed some posts. I would
say the people most likely to be interested in it would likely be reading the
groups it was in, so I see it as totally appropriate.

From what I've seen, most of what goes on in the .market groups is not
"official lego stuff". It's about buying & selling LEGO, which is also, to a
large extent, what GoB is about. They don't build with megabloks (at least they
don't sell such creations under the GoB name AFAIK).
Though maybe there is room for a group for "MOC kit sales" somewhere. There
seem to be quite a few people doing it now.
