That may be. Or maybe it's the informality. I have to trot out my old
suggestion of using small groups of people who are formally vested with
some standing and who consult with each other to make sure they're being
consistent and reasonable and fair before taking action.

A jolly good idea.

There are too many people from different cultures & educational
backgrounds for any *one* person to be able to make the right decision
every time.

And that's *not* aimed at anyone in particular.
