You may well get a Jake who?.. he doesnt sit in Enfield and may not be in
their phone system. Also I am not sure that Jake can (or should) help in
specific cases. He doesnt work for Shop at Home. Hes also not necessarily
tasked with resolving specifics, is he?

Indeed... and whos to say that the same thing isnt happening to non-AFOLs
using the same type of card (PayPal or otherwise) ?
TLC should be big enough (and have have a loud enough voice) to talk to PayPal
and get something resolved about the failure of the system to do the right
thing. Think of it as one 600-lb gorilla talking to another 600-lb gorilla.
This is not strictly speaking a PayPal issue. The difference here is that PayPal
is not a credit card, its a debit card... and that is partly whats
triggering the problem. Keep in mind that PayPal is state-licensed in many
states as a Money Transfer agent (or the state equivilent) [1]. Perhaps the
state agency could get more action from PayPal than the consumer can.
