Hi Thomas,
I think the patterns are the same, but the difference may perhaps be
explained by the origin of each part:
The first is from an early-eighties set, with the common blue background
associated to the autoroute (highway, motorway, freeway, autobahn,
autopista, autostrada, auto-estrada,...) sign, whilst the second is from a
late eighties set with a tow truck - supposedly from an autoroute operator,
which in some cases are the only ones allowed to tow in autoroutes.
Changings, being done, should affect the second IMHO. The sign is, after
all, in any european road-law pictured with blue background. The red
backgound is an unnofficial derivative.

Who knows? Maybe it was done because the french have only one word for that
type of road, whilst in english there are a few possible.
