I'd wager 'yes'. Especially after seeing 3 MOC/Legend sets come out in the
castle theme, AND the fact that Leo's Castle is being re-released.
As we've been told, the in-house design schedule that Lego works on takes
several years of development for a new theme; so they're probably slower to
react than they "should" be in a perfect world. If they wanted a new castle
theme for 2002, it'd be in production probably as early as 2000. That's just the
timeframe for the industry. Heck, the auto industry's even slower!
Anyway, I'd bet that they feel like they don't have a strong competing product
compared to Mega Bloks' "Dragons" line, and that they're trying to get a new
line out the door to fill the gap. But right now I'm thinking they're in that
phase between "just starting" and "releasing". Which means that in the interrum,
they'd like to fill the gap with anything possible. And thanks to the fact that
they already have SOME castle sets designed, they can release things like
Legends and Leo's Castle to help at least provide something to tide the fans
over until they can get an entirely new line out.
If they WEREN'T releasing castle Legends and Leo's Castle, I'd be less likely to
suspect a new theme; because obviously, these sets are being fed to the market
to satisfy some sort of demand that they picked up on. If had been just a market
*test*, I'll bet we wouldn't have seen much castle-wise after the Guarded Inn
came out.

I'd guess it's entirely possible depending on how far along they are with any
new castle lines that might be in the works. If they really see a strong market
for castle related stuff and their theme isn't quite ready yet, I'd bet there's
great potential for another castle Legend.
Personally, I don't think Lego's about being "fair" to all themes, they're about
making money. I mean, there are probably plenty of people who would love an
"Insectoids" or "Hydronauts" re-release, but those lines just didn't seem to be
as profitable as others. Stands to reason that the biggest markets are gonna get
the biggest share of Legends (except where they conflict with their licenses, as
in the space lineup)

I'd be so happy to see something truly non-juniorized to come around. I remember
opening the box to Leo's Castle in... late 1999? and just staring at the
"pieces" sadly. SOOoo many 1x2x5's and the like. I wanted to cry.
By comparison I opened up an MISB 6073 several years later. Man, that was
awesome. It didn't even have 2x2 corner bricks (since they hadn't been invented
yet in 1984). Just tons of basic bricks, some arches, a nice smattering of
generic soldiers, and a cool design. If the new line is geared towards older
kids than Leo's? Wow. I can't wait. [crosses fingers]
