Because it is a bad idea.  It requires that the parts
authors put an enormous trust in those they sign over
copyright to.

Basicly, everyone wanting to contribute code signs
something stating that they hand over copyright to GNU.

I have refused to do that for the GNU project and I will do
the same for LDraw.org (but I don't think I have written so
many parts that what I do should make a great difference).

We do the same thing, with gaurantees in the contract that
ensure that ldraw.org will only retain copyright as long
as the parts are available under <insert licence we choose
here>

Why would it then be relevant to sign over copyright?
Can't LDraw.org manage with having the same rights to the
parts library as the individual parts authors?
