There is a lot of misunderstanding about the general topic of copyrights.
I strongly recommend that the SteerCo undertake the effort to learn more
about copyrights, since copyright law is the fundamental underpinning of
all redistribution licenses out there.  The laws have changed substantially
over the past 10 years.  A good place to go is Nolo Press
<http://www.nolo.com/>.  There is a book by Stephen Fishman called
"The Copyright Handbook: How to  Protect & Use Written Works"
(ISBN: 0-87337-974-8) that is well worth the investment.  I have an earlier
edition of his book and it was quite enlightening to me.
