Thanks, I know you were asking Bryce, I was able to grab the link at the time.
Those white "brushes" are Mini-fig epaulettes. You know the thingies that go on
the mini-fig's shoulders.

Oh ok, my bad, yes those are a second style of binoculars, I beleive they came
out in the Star Wars sets. A Stormtrooper would hold them. The concave part fits
against a mini-fig's head.
