Yes, I'd say it is. You'll need to put some more pieces on it, of
course. The pictures presented was only meant to get you going. I've
used four halfbeams on each side to hold the steering gear, only two are
shown.
And the small suspenders work really well for this setup. They go in
"diagonally", which gives the "A-arms" an angle of approx 30° when in
the non-depressed position. The angle is 0° in the pictures for
simplicity.
I had to tinker a bit on the rack/links to get it working (use the dark
grey links from 8880, 8858, 8482, 2556, 6499 or many other sets).
I have a working suspension of this kind at home, and although it isn't
actually mounted in a vehicle, I'd say it works pretty well.
